James E. Zelko, President 

Mr. Zelko is retired and resides in Elwood, spent 38 years with the Will County Health Department, including 17 as executive director.  He joined the Board in 2008.

INTEREST IN SERVING ON THE BOARD:

After spending a career in public health, I wanted to continue to advocate for public health from a policy perspective as a Board of Health member.

OTHER AREA BOARDS/ORGANIZATIONS

Will County Coin Club; I am a lifelong coin collector.

MY VIEW OF THE BOARD'S MISSION

The mission of the Board of Health is to assess the health needs of the community, and to develop policies to assure these needs are addressed with community patrons.

WHAT EXCITES ME ABOUT THE HEALTH OF WILL COUNTY AND PROGRESS BEING MADE:

The Will County Board of Health will be participating in, and approving, the first strategic plan for the agency.

MY GOALS FOR THE WILL COUNTY BOARD OF HEALTH OVER THE NEXT FIVE TO TEN YEARS:

To stabilize the funding of the Health Department in order to avoid the elimination of staff and services to the citizens of Will County; as well as to work with the county to develop the plans, oversee construction, and then occupy a new Health Department Building.

Billie Terrell, Ph.D., Vice President

Dr. Terrell resides in Shorewood; and worked 40 years as a clinical social worker, 30 as a university professor, and has a private counseling practice.  She joined the Board in August of 2010.

INTEREST IN SERVING ON THE BOARD:

I was a graduate student in the Behavioral Health unit for a year during my M.S. degree.  I love the people, and the commitment to the patients that come to the Will County Health Department every day.

MY VIEW OF THE BOARD'S MISSION

To enhance and expand health services to the people of Will County in a professional and humane way. 

WHAT EXCITES ME ABOUT THE HEALTH OF WILL COUNTY AND PROGRESS BEING MADE

Everything!  I am excited about new executive director Sue Olenek, the plans for a new building, and to someday pass a stable budget in Illinois to bring back some important programs.

MY GOALS FOR THE WILL COUNTY BOARD OF HEALTH OVER THE NEXT FIVE TO TEN YEARS:

New program proposals, a new building, a new public health initiative that affirms community health programs, new programs developed out of need and projections for changes, and a new method of service delivery.

Chief Daniel Forsythe, Secretary

Mr. Fosythe resides in Manhattan where he is Fire Chief. He joined the Board in June of 2013.

INTEREST IN SERVING ON THE BOARD:

My parents raised me to always help your neighbor. With my emergency response background, I felt I could provide a perspective not seen on the Board in developing programs that will help the citizens of Will County.

Treasure of the Will County Fire Chief Association, Member of Illinois Fire Chief Association on K-12 Task Force and International Fire Chief Association.

MY VIEW OF THE BOARD'S MISSION:

It is exciting to be a member of this incredible board. The members are dedicated to providing the best programs and services, with the most talented employees, to the people of Will County.

WHAT EXCITES ME ABOUT THE HEALTH OF WILL COUNTY AND PROGRESS BEING MADE:

I am excited to see the department move forward in a very professional manner. The dedication of the administration team, along with the talented employees, is advancing the Will County Health Department as a leader in Illinois Health.

MY GOALS FOR THE WILL COUNTY BOARD OF HEALTH OVER THE NEXT FIVE TO TEN YEARS:

My top priority is to see through the construction of a new health department building, with functionality and convenience, not only for the citizens of Will County, but also for our employees.

John J. Cicero, Member at Large 

Mr. Cicero resides in Joliet and is retired from the Will County Health Department, where he was the Executive Director from 2008 to 2016. He joined the Board in April of 2016.

INTEREST IN SERVING ON THE BOARD:

Being able to share the knowledge I have gained working in Will County government for nearly four decades at the Health Department.

OTHER AREA BOARDS/ORGANIZATIONS:

Will County Local Emergency Planning Committee, Governor’s State University College of Health and Human Services Advisory Board.

MY VIEW OF THE BOARD’S MISSION:

To assure that the ten essential services and the three core functions of public health are carried out in a fiscally responsible manner.

WHAT EXCITES ME ABOUT THE HEALTH OF WILL COUNTY AND PROGRESS BEING MADE:

The efforts of the Mobilizing for Action Through Planning and Partnership (MAPP) Collaborative has been instrumental in guiding healthcare policy in the county. In addition, the opportunity to secure the building of a new public health facility will allow for a more efficient delivery of services.

MY GOALS FOR THE WILL COUNTY BOARD OF HEALTH OVER THE NEXT FIVE TO TEN YEARS:

Using the upcoming strategic planning process to determine the public health, mental health, and primary medical care programming that will be needed in Will County in the next five to ten years.

Donald Gould, Member

Mr. Gould resides in Shorewood, where he is self-employed as an Attorney-at-Law.  He has a B.A. Degree from Purdue University, and a J.D. Degree from Northern Illinois University Law School.

INTEREST IN SERVING ON THE BOARD

I previously served as Chairman of the Will County Health Department Public Health and Safety Committee, which naturally made me want to know more about the Board of Health.

MY VIEW OF THE BOARD'S MISSION

To have the healthiest population possible.

WHAT EXCITES ME ABOUT THE HEALTH OF WILL COUNTY AND PROGRESS BEING MADE

We are very high in rankings for Illinois counties, and I believe there is still some room for improvement.

MY GOALS FOR THE WILL COUNTY BOARD OF HEALTH OVER THE NEXT FIVE TO TEN YEARS

The current building is 90 years old and outdated.  I am looking forward to a new, modern Health Department building.  I also look forward to new labs so that Will County can have the best technology and services for citizens who utilize county services.

INTEREST IN SERVING ON THE BOARD

I am very interested in the services being provided to local residents, and the interactions between the Health Department and other health oriented boards on which I serve.

Will Grundy Medical Clinic, Will Grundy Center for Independent Living, Joliet City Center Partnership, Joliet Chapter of the National Hook Up of Black Women, St. Joseph Academy School Board, National Organization of Counties, Illinois Counties Association, and the Collins Street Task Force

MY VIEW OF THE BOARD'S MISSION

To be grounded in service, which is as it should be

WHAT EXCITES ME ABOUT THE HEALTH OF WILL COUNTY AND PROGRESS BEING MADE

I am very excited about upgrading/replacing the facilities at the Health Department.  This change will allow for better service to the community, a better working environment for employees, and an improved image of Joliet as a place to settle down.

MY GOALS FOR THE WILL COUNTY BOARD OF HEALTH OVER THE NEXT FIVE TO TEN YEARS:

Completion of the new Will County Health Department facility, expanded service to residents, and increased collaboration and interaction between the Health Department and hospitals.

Edward Zabrocki, Member

Mr. Zabrocki resides in Tinley Park and is retired as Brother Rice High School Director of Counseling and Services since 2006.  He Joined the Board in 2017

INTEREST IN SERVING ON THE BOARD:

My wife, Emily, is the retired Director of Nursing at JJC, so health issues have always been a topic in our family; also being the grandfather of two special-needs children has heightened my interest in health issues. Being retired, I now have the opportunity and time to help improve the quality of life in our community.

Illinois Counselor’s Association, Will County Municipal League, Member of 89th General Assembly of Illinois, South Suburban Mayors and Managers Association

MY VIEW OF THE BOARD’S MISSION:

To monitor the present services offered by the board and to look to the future health needs and concerns of the people of Will County.

WHAT EXCITES ME ABOUT THE HEALTH OF WILL COUNTY AND PROGRESS BEING MADE:

The department is embarking on updating and building additional and new facilities to serve the people of this
county. It will be extremely exciting to be on the ground floor of such a project.


MY GOALS FOR THE WILL COUNTY BOARD OF HEALTH OVER THE NEXT FIVE TO TEN YEARS:

To be sure that the goals of the new building program will serve the people of this county and that forward
looking plans are in place to assess future needs and concerns.
