The division of Behavioral Health has been providing community mental health services for the chronically mentally ill since the late 1950's when clients were given conditional discharges from the state psychiatric hospitals. It was the first community agency to receive grant-in-aid funding from the Department of Mental Health for the State of Illinois.
Since the late 1960's and 1970's, although there were no formal case management programs, it was standard practice for the staff to work with clients "in-the-field". The division has always been a strong advocate of community social casework, which has evolved into what we now call case management. The philosophy held is that community outreach oriented case management is a critical part of providing services for the severe and chronically mentally ill.
